Malcolm has been a county councillor for the Wickford Crouch Division since 2013. He also previously served for 30 years as a borough councillor, representing Wickford South (1988-2002) and later Wickford Castledon (2002-14 & 2018-22). He is a former Leader of Basildon Council, having led the Council from 2002 to 2009. He previously served as Deputy Leader under the late Anthony Archer from 1992 to 1994.
At County Hall, Malcolm currently sits on the Essex Local Highways Panel for Basildon and the Partnership Member Board for Waste. He lives in Wickford.

Wickford councillors hold a regular surgery on the first Saturday of the month (except January) at the Wickford Community Centre on Nevendon Road from 10am and 12pm. No appointment is necessary.
