Phil has been a councillor for Billericay West since the 2001 by-election.

He is currently Shadow Cabinet Member for Digital Future & Data Analysis. He also sits on the Resources Scrutiny Committee, the Licensing Committee and the Billericay Area Committee.

He lives in Billericay with his wife and children and is retired. He is a former Leader of Basildon Council, having led the Council from 2014 to 2017. He previously served as Deputy Leader under Tony Ball from 2012 to 2014. He is currently Deputy Chairman (Political) of the Basildon & Billericay Conservative Association.

Billericay councillors hold a resident surgery at Billiercay Library on the last Saturday of the month (exc. December), between 10:30am and 12:00 noon.

His ward colleagues are Cllrs Anthony Hedley and Danny Lawrence.

Billericay West falls within the Billericay & Burstead Division of Essex County Council. Phil works closely alongside the local county councillors, Anthony Hedley and Richard Moore, on county issues such as highways.
